Flinders Development Plan

Design of a 1,000 lot Masterplan in support of a
statutory Development Plan and staged subdivision
plan on the eastern residential front of Esperance. The
site’s development required negotiation of issues,
particularly the composition of use and extent of
coastal foreshore setbacks to ensure a satisfactory
development outcome. Rather than accepting the
standard ocean foreshore setback, urbanplan used
topographical analysis and oceanographic assessment
to substantiate a reduced setback. The subdivision
design is responsive to topography and not policy or
cadastre constraints.
