Establish a legible and interconnected local road network to:

  • co-ordinate placement of safe access points to the Arnhem Highway
  • establish a legible and interconnected local road network providing access to and within the Activity Centre
  • place road alignments along common property boundaries to facilitate mutual
  • access and potential subdivision and to share cost of infrastructure
  • enable subdivision of appropriately sized lots suitable for defined precincts in accordance with the Planning scheme; and
  • co-ordinate the provision of associated drainage responsive to the landform

Provide for the implementation of Development Contribution Plans to coordinate the calculation and equitable distribution of costs of infrastructure installation by:

  • establishing an equitable system of infrastructure cost distribution amongst land development proponents based on land area; and
  • to arrive at a sustainable approach to the installation of infrastructure and protection of ground water resources.

IMPLEMENTATION CLAUSES

Subdivision and Development in ODP Areas
The subdivision of land within an Area Plan is to be generally in accordance with any Outline Development Plan that applies to that land.

An application submitted to the Consent Authority for its consideration to subdivide a precinct within the Humpty Doo Activity Centre shall be preceded by an Outline Development Plan including associated plans and reporting.

The Development Consent Authority is not to consider recommending subdivision of land within (infill sites in) an Area Plan unless:

  • there is an Outline Development Plan for the area or for the relevant part of that area that adequately defines the comprehensive planning to guide orderly
  • there is an Outline Development Plan for the area or for the relevant part of that area that adequately defines the comprehensive planning to guide orderly subdivision and development for urban land use; and
  • land owners within the subject Outline Development Plan area are not on balance demonstrably disadvantaged by the proposed development.

Where a proposed Outline Development Plan imposes a classification on the land and requires the preparation of a Development Contribution Plan, the proposed Outline Development Plan may only be adopted if the subject area is listed in Schedule No. of the Planning Scheme as a Development Contribution Area.

Preparation of an Outline Development Plan An ODP may be prepared for land within all or part of an ODP area and be required by:

  • A Service Authority (Planning Authority or Planning Agency)
  • An owner

Details of Proposed Outline Development Plan Document A proposed Outline Development Plan document prepared for land is to contain the following details:

  • (a) A map of the Outline Development Plan prescribed area.
  • (b) A site assessment map analysing the biophysical characteristics of the subject land including:
    • landform and land capability
    • environmental values including bushland wetland, water courses
    • hydrogeological conditions
    • sites and features of Aboriginal or European Heritage
  • (c) A context analysis map showing the following elements:
    • pattern of the existing and planned neighbourhood
    • existing and future land use
    • existing transport routes, arterial roads and local road network, public transportroutes and bus stops and cycle network
  • (d) An Outline Development Plan map showing the proposed layout of future uses and connections comprising:
    • layout of the proposed neighbourhood including street blocks
    • existing commercial centres
    • natural features to be retained>
    • local road network
    • transport routes, arterial roads and local road network, public transport routes and bus stops and cycle network
    • land uses and proposed residential densities
    • community facilities
    • public pen space
    • stormwater management
    • service mains provision
  • (e) a written report describes and assessed the following:
    • the planning framework including district structure plans and applicable statutory provisions and policies relevant to the locality
    • description of the site assessment and context analysis elements
    • design rationale for the proposed layout and how integration is achieved with the surrounding pattern of development
    • traffic management
    • stormwater management
    • proposed provision of service mains
