Flinders Development Plan Mixed Use Retail

In devising the Masterplan, the Shire of Esperance required appropriate retail provision, with a focus on the Bandy Creek Harbour. Simple retail analysis of the surrounding retail catchment deduced that a viable centre should only exist on Goldfields Road. At urbanplan’s recommendation, the focus of the proposed Harbour retail is a Mixed Use development comprising vertically integrated residential with café and restaurants to the ground floor.
